The Congressionally-appointed panel overseeing the Troubled Asset Relief Program (TARP) recommends running again the stress tests on US banks, as economic conditions have worsened, its chair, Harvard University professor Elizabeth Warren, told CNBC Tuesday.
"We actually make recommendations to do it all over again right now," Warren told "Squawk Box."

"It's difficult to come up with the right adjective to react to this," Wagstaff said. "It would be devastating to the people we serve."

The idea has some merit, especially if the $67 million federal grant for policing doesn't come through. Oakland's main problem is high employee salaries and benefits that it can no longer afford, particularly in the police and fire departments. But the city can't cut worker compensation significantly without union approval. As a result, Oakland may be forced to lay off large numbers of people and make painful cuts in services. In fact, without the federal grant, Oakland may be have to lay off more than 200 cops, which is untenable in a city with so much crime.

As a result the poorest among us now bear the largest share of the tax burden. The lowest 20% income brackets pay 11.7% of their income in state and local taxes, whereas the top 4% pay only 7.1% of their income. The result is that lower income Californians have a higher tax burden - but get less in return for those taxes. Our income tax is also flawed in that there is only one bracket for people making between $47,500 and $999,999."
If you don't find that this qualifies as "services" for the very wealthy, I don't know what does.
